(a)The Commission may prescribe rules and regulations as necessary to carry out this chapter.
(b)The Commission may prescribe interim rules and regulations necessary to carry out this chapter. For this purpose, the Commission is excepted from compliance with the notice and comment requirements of section
553 of title
5. All rules and regulations prescribed under the authority of this subsection that are not earlier superseded by final rules shall expire no later than 270 days after March 20, 1984.
Pub. L. 105–258, title II, § 203,Oct. 14, 1998, 112 Stat. 1915, provided that: “Not later than March 1, 1999, the Federal Maritime Commission shall prescribe final regulations to implement the changes made by this Act [see Tables for classification].”
