6 USC § 811 - Authorization of appropriations
There are authorized to be appropriated to carry out this title

and the amendments made by this title for the administration and operations of the Agency—
(1)
for fiscal year 2008, an amount equal to the amount appropriated for fiscal year 2007 for administration and operations of the Agency, multiplied by 1.1;
(2)
for fiscal year 2009, an amount equal to the amount described in paragraph (1), multiplied by 1.1; and
(3)
for fiscal year 2010, an amount equal to the amount described in paragraph (2), multiplied by 1.1.
