(E)The term “ballast water management system” means any marine pollution control device (including all ballast water treatment equipment, ballast tanks, pipes, pumps, and all associated control and monitoring equipment) that processes ballast water— (i)to kill, render nonviable, or remove organisms; or (ii)to avoid the uptake or discharge of organisms.
