The Workforce Investment Act of 1998, referred to in subsec. (b)(3), is Pub. L. 105–220, Aug. 7, 1998, 112 Stat. 936, as amended. The Economic Opportunity Act of 1964, referred to in subsec. (b)(4), is Pub. L. 88–452, Aug. 20, 1964, 78 Stat. 508, as amended. Title II of the Economic Opportunity Act of 1964 was classified generally to subchapter II (§ 2781 et seq.) of chapter 34 of this title prior to repeal by Pub.
