Act on the Promotion of Public Understanding of Diversity in Sexual Orientation and Gender Identity (LGBT Understanding Promotion Act)
The LGBT Understanding Promotion Act, enacted as Act No. 68 of 2023, aims to foster greater public understanding of diversity in sexual orientation and gender identity, and to create a fair and inclusive social environment. The law establishes guiding principles, clarifies the roles of national and local governments, and provides for the adoption of basic plans and initiatives to advance understanding and prevent discrimination. Key measures include initiatives in schools and workplaces, public awareness campaigns, and the development of guidelines to support individuals affected by discrimination. However, the Act does not contain explicit prohibitions on discrimination or penalties for discriminatory conduct. Instead, it serves as a framework to encourage acceptance, reduce prejudice, and promote coexistence within society.
LGBT理解増進法は、性的指向やジェンダーアイデンティティの多様性に関する国民の理解を深め、公平で包摂的な社会を実現することを目的として、2023年6月23日に施行された。この法律は、基本理念を定めるとともに、国や地方公共団体の役割を明確にし、基本計画の策定や必要な施策を通じて差別の防止や理解の促進を図る内容となっている。主な施策には、教育現場や企業での取り組み、啓発キャンペーン、被差別当事者を支援するためのガイドライン策定が含まれる。ただし、差別を禁止する明確な規定や罰則は盛り込まれておらず、法的強制力を伴う差別禁止法とは異なり、あくまで理解促進と社会的共生を重視する枠組みである。
