Comprehensive Contraception Coverage Act (2019) N.Y. SB 659
This law amends §§3216 ,3221, and 4303 of NYS Insurance Law, and amends §365-a of NYS Social Services Law to require that health insurance policies in New York State provide comprehensive contraceptive coverage. It mandates coverage of all FDA-approved contraceptive methods, including over-the-counter options when permitted by law. Plans must cover emergency contraception without cost-sharing, voluntary sterilization, and all related clinical services such as counseling, follow-up care, insertion, and removal. The statute permits dispensing up to a twelve-month supply in a single fill. If a medically appropriate method is not included in a plan, then a clinician may obtain coverage for that specific option. The law applies these benefits to spouses, domestic partners, and dependents. It includes a limited exemption for defined religious employers and sets notice requirements while ensuring that enrollees maintain timely access to contraceptive services.
