2 AAC 12.080 - Purpose of specifications
(a) The purpose of
a specification is to serve as a basis for obtaining, in a cost effective
manner, a supply, service, or construction item suitable for the state's
needs.
(b) Specifications must, to
the extent practicable, emphasize functional or performance criteria necessary
to meet the needs of the state. Specifications emphasizing functional or
performance criteria are primarily applicable to the procurement of supplies
and services and might not be practicable in construction, apart from the
procurement of supply type items for a construction project.
(c) It is state policy to procure standard
commercial products if practicable.
