Ariz. Admin. Code § R11-3-703 - Conservation of Soil
If soil conservation is required under A.R.S. § 27-1274 at a surface disturbance, the responsible party shall:
1. Mark any stockpile of conserved soil with
a legible sign that identifies the stockpile as "SOIL," and
2. Stabilize a stockpile of conserved soil as
necessary to prevent excessive loss from erosion.
