Ariz. Admin. Code § R12-4-523 - Controlled Operation of Watercraft
A. A person shall not operate any watercraft,
or use any watercraft to tow a person on water skis, a surfboard, inflatable
device, or similar object, device or equipment in a manner contrary to the area
restrictions imposed by lawfully placed controlled-use markers, except for:
1. Law enforcement officers acting within the
scope of their lawful duties;
2.
Persons involved in rescue operations;
3. Persons engaged in government-authorized
activities; and
4. Persons
participating in a regatta, during the time limits of the event only.
B. The exemptions listed under
subsection (A) do not authorize any person to operate a watercraft in a
careless, negligent, or reckless manner as prescribed under A.R.S. §
5-341.
