Ariz. Admin. Code § R14-2-2416 - Program Administration and Implementation
A. An affected utility may use an energy
service company or other external resource to implement a DSM program or DSM
measure.
B. The Commission may, at
its discretion, establish independent program administrators who would be
subject to the relevant requirements of this Article.
