Ariz. Admin. Code § R18-11-309 - Reclaimed Water Quality Standards for an Unlisted Type of Direct Reuse
A. The Department
may prescribe in an individual reclaimed water permit issued under 18 A.A.C. 9,
Article 7, reclaimed water quality requirements for a type of direct reuse not
listed in Table A. Before permitting a direct reuse of reclaimed water not
listed in Table A, the Department shall, using its best professional judgment,
determine and require compliance with reclaimed water quality requirements
needed to protect public health and the environment.
B. Department may determine that Class A+, A,
B+, B, or C reclaimed water is appropriate for a new type of direct
reuse.
C. The Department shall
consider the following factors when prescribing reclaimed water quality
requirements for a new type of direct reuse:
1. The risk to public health;
2. The degree of public access to the site
where the reclaimed water is reused and human exposure to the reclaimed
water;
3. The level of treatment
necessary to ensure that the reclaimed water is aesthetically
acceptable;
4. The level of
treatment necessary to prevent nuisance conditions;
5. Specific water quality requirements for
the intended type of direct reuse;
6. The means of application of the reclaimed
water;
7. The degree of treatment
necessary to avoid a violation of surface water quality standards or aquifer
water quality standards;
8. The
potential for improper or unintended use of the reclaimed water;
9. The reuse guidelines, criteria, or
standards adopted or recommended by the U.S. Environmental Protection Agency or
other federal or state agencies that apply to the new type of direct reuse;
and
10. Similar wastewater
reclamation experience of reclaimed water providers in the United
States.
