Ariz. Admin. Code § R18-13-1418 - Discarded Drugs
A.
Discarded drugs that are not hazardous waste, not returned to the manufacturer,
and not segregated and labeled on site for transport to a treatment facility
shall be destroyed on site by the generator of such drugs by any method that
prevents the drugs' use prior to placing the waste out for collection. If
federal or state law prescribes a specific method for destruction of discarded
drugs, the generator shall comply with that law.
B. A generator of discarded drugs may flush them down a
sanitary sewer if allowed by the wastewater treatment
authority.
