A. Applicability.
This Article applies to the following persons and entities:
1. The owners or operators of
generators.
2. The owners or
operators of stationary sources that intend to use credits as
offsets.
3. Other account
holders.
4. Planning
authorities.
B.
Voluntary Participation. The certification of credits and registration of
credits in the emissions bank under this article is voluntary and is not a
condition to the creation or use of emission reductions as offsets.
