Ariz. Admin. Code § R18-2-1209 - Exclusion of Emission Reduction Credits from Planning
Except to the extent otherwise required by the act, with regard to credits for emission reductions in an area for which a planning authority has responsibility, the planning authority shall:
1. Include the emissions for which the
credits have been issued in the emissions inventory for the area as if
reductions in those emissions had not yet occurred;
2. Account for the emissions for which the
credits have been issued in any reasonable further progress or attainment
demonstration for the area as if the reductions had not yet occurred;
and
3. Refrain from relying on the
reductions in any revision to the state implementation plan for the
area.
