Ariz. Admin. Code § R18-5-501 - Siting Requirements
To the extent practicable, a new public water system or an extension to an existing public water system shall be geographically located to avoid a site which is:
1. Subject to a
significant risk from earthquakes, floods, fires, or other disasters which
could cause a breakdown of the public water system or portion thereof;
or
2. Within the flood plain of a
100-year flood, except for intake structures and properly protected
wells.
