Ariz. Admin. Code § R19-3-549 - Conflict of Interest
A. A
person preparing or assisting in the preparation of specifications, plans, or
scopes of work shall not receive any direct benefit from the utilization of
those specifications, plans, or scopes of work.
B. The procurement officer may waive the
restriction set forth in subsection (A) if the procurement officer determines
in writing that the rule's application would not be in the Lottery's best
interest. The determination shall state the specific reasons that the
restriction in subsection (A) has been waived. If the procurement officer is
the individual with the restriction, the Director may waive the restriction set
forth in subsection (A) if the Director determines in writing that the rule's
application would not be in the Lottery's best interest. If the Director is the
person with the restriction, the restriction may be waived by a determination
of the office of the Governor.
