Ariz. Admin. Code § R21-5-305 - Department Priorities for Receipt of Services
The Department shall accept and process certification applications and render adoption services according to the following priority schedule:
1. An applicant for whom the
court has ordered the Department to do a certification investigation and
report;
2. An applicant seeking to
adopt a particular adoptable child with special needs;
3. An applicant wishing to adopt a child with
special needs;
4. An applicant
considering adopting a child with special needs; and
5. All other applicants.
