Ariz. Admin. Code § R21-5-409 - Prohibitions Regarding Birth Parents
An adoption entity shall not:
1. Promise a birth parent that the birth
parent shall have future contact with the child or the adoptive parent but may
explain the concept of open adoption;
2. Promise a birth parent that the child will
be placed with a specific adoptive parent or type of adoptive parent, except in
a direct placement adoption. The adoption entity may advise the parent that it
will use the entity's best efforts to honor any placement preferences the birth
parent may have, to the extent that such preferences are consistent with the
best interests of the child;
3.
Promise a birth parent any financial or other consideration prohibited by law;
or
4. Do or say anything to coerce
or pressure a birth parent to sign a consent to adopt.
