Ariz. Admin. Code § R9-13-204 - First Specimen Collection
A.
When a newborn is born in a hospital, the hospital's designee shall collect a
first specimen from the newborn according to whichever of the following occurs
first:
1. Unless specified otherwise by a
physician, physician assistant, or registered nurse practitioner, before
administering a transfusion or parenteral nutrition;
2. When the newborn is at least 24 but not
more than 72 hours old; or
3.
Before the newborn is discharged, unless the newborn:
a. Is transferred to another hospital before
the newborn is 48 hours old; or
b.
Dies before the newborn is 72 hours old.
B. If a newborn is admitted or transferred to
a hospital before the newborn is 48 hours old, the receiving hospital's
designee shall:
1. Verify that the first
specimen was collected before admission or transfer, or
2. Collect a first specimen from the newborn
according to the requirements in subsection (A).
C. When a newborn is born in a birth center,
the birth center's designee shall collect a first specimen from the newborn
according to subsection (A)(1) or (A)(2).
D. For a home birth attended by a health care
provider, the health care provider or the health care provider's designee shall
collect a first specimen from the newborn according the requirements in
subsection (A)(2).
E. If a parent
refuses collection of a first specimen, the hospital or birth center in which
the newborn was born or the health care provider attending the newborn's home
birth shall indicate the refusal on a specimen collection kit, comply with
R9-13-203(B)(3),
and submit the specimen collection kit to the Arizona State Laboratory no later
than 24 hours or the next working day after the refusal.
