Ariz. Admin. Code § R9-8-302 - General Requirements
A. A
responsible person or the responsible person's designee shall comply with the
requirements in this Article and with federal and state laws and rules and
local codes and ordinances governing public portable toilets.
B. A violation of this Article shall
constitute a public nuisance under A.R.S. §
36-601.
