001.01.84 Ark. Code R. § 002 - Permit Manual for Movement of Oversize and/or Overweight Vehicles and Cargoes
GENERAL INFORMATION
Applications for permits for the movement over the State Highway System of vehicles or cargoes exceeding the statutory maximum weights or dimensions shall be submitted in writing, in person or by telephone, to the Permit Section of the Arkansas State Highway and Transportation Department, or any other State Agency authorized by the State Highway Commission to issue such permits.
Any vehicle or piece of equipment which exceeds the dimensions and/or weight prescribed herein may not be moved over the highways of the State of Arkansas without first obtaining a special permit for such movement from the State Highway and Transportation Department.
Permits will not be issued for the movement of any vehicle or piece of equipment which, in the opinion of the State Highway Commission, can reasonably be reduced and/or dismantled in size and/or weight to come within the legal limits as set forth herein.
Movement of oversize vehicles and/or cargoes thru Little Rock on I-30 is prohibited from 7:00 to 9:00 a.m. and from 3:30 to 6:00 p.m.
Permits will normally be issued for movement during daylight hours only, as established by the U.S. Weather Bureau.
Permits will not be issued for movement on Saturdays, Sundays, holidays, or nighttime except when the necessity for the movement is created by an emergency. Permits for emergency movement of any nature will be issued only upon the applicant's statement of the nature of the emergency; provided that the permit shall be issued or withheld at the sole discretion of the issuing agent based on the seriousness of the emergency and the volume and type of traffic.
At the discretion of the Director, exceptions to rules and regulations may be made.
Each such permit shall be carried in the vehicle to which it refers and shall be open to inspection by any police officer or authorized agent of any authority granting such permit.
Arrangements may be made with the Department to set up a monthly charge account for the issuing of permits, upon posting of a one thousand dollar Surety Bond.
Section 6 of Act 263 of 1959 (Ar. Statutes 75-825) states in part - "___, should the person fail to pay any sum owing to the division within thirty (30) days after due, the division may execute upon the bond."
If any account becomes delinquent or if amount due exceeds the limits of the Surety Bond, no further permits will be issued, until the delinquency is liquidated.
Permits obtained in person from the Central Permit Section must be paid for in cash or money order. A money order must be enclosed with all applications mailed to the little Rock office.
Fuel tax forms are available at Port of Entry Weigh Stations.
No permits will be issued for movement on the day the following holidays are observed:
Movements of vehicles and/or cargoes under special permit will not be allowed during inclement weather when, in the opinion of the Issuing Agency, conditions prevail which would make the movement unsafe.
Special permits will not be issued for any unlicensed vehicle to tow another vehicle or any equipment exceeding the legal size or legal weight limitations as prescribed by law.
APPLICATION FOR SPECIAL PERMIT
Application for special permit may be made in person, in writing, or by telephone. Telephone number of the Little Rock Permit Office: A/C 501/569-2381.
Application may be made to the Little Rock Office for all types of permits. This office is the only source for permits involving weight or height.
The personnel of the Arkansas State Highway and Transportation Highway Police Division are authorized to issue permits for the movement of overlength mobile homes, overwidth vehicles and/or cargoes up to and including 14 feet, which may be obtained at any Arkansas Weight Station.
The application shall include:
Unless otherwise specified, all permits are issued for a single continuous (one way) movement. Adequate time will be allowed for each one way movement, however, an extension of time may be granted where the request is received by the issuing agency prior to expiration of the permit, if the request is supported by adequate justification.
Applications for permits to move extra heavy loads of any sort, will be submitted in triplicate along with a detailed sketch of vehicles including all tire sizes, distance between axles, and overall length of the vehicle.
It shall be the duty of the respective agencies authorized herein to issue the permits provided for in the Act, to collect the fees therefor at the time of the issuance of the permits, (except that any applicant may establish a permit account with the Department by furnishing a Corporate Surety Bond guaranteeing the payment of fees for such permits as may be issued during any period of time) in accordance with the rules and regulations promulgated by the issuing agency, and to deposit the fees in the State Treasury for credit of the net fees to the State Highway and Transportation Department Fund.
To establish a permit account with the State Highway and Transportation Department, it is necessary that the bonding insurance agency execute a Surety Bond in the minimum amount of $1,000.00 on bond forms furnished by the Department. The insurance agency is to forward one completed copy of the bond form, a power of attorney, and a certificate of insurance coverages for the files of the Department's Permit Office.
Account applicants are invoiced each month and must liquidate the full amount of each invoice upon receipt.
No fee shall be charged for any permit issued to any governmental agency when the vehicle involved is public property and the proposed movement is on official business.
CHARGES FOR SPECIAL PERMITS
In accordance with Act 98 "of 1955," as amended by Act 192 of 1955, and subject to the provisions of Act 78 of 1963:
A charge of Five Dollars ($5.00) shall be made for each special permit; and, in addition thereto, for each ton or major fraction thereof to be hauled in excess of legal weight limitations. Additional charges shall be made for such excess as follows:

CONDITIONS FOR PERMITTING OVERDIMENSIONAL MOVEMENTS
OVERWIDTH:
No vehicle operated upon the highways of this State, with the exception of trucks hauling forestry machinery, shall have a total outside width, unladen or with load, in excess of eight feet six inches (8' 6"), unless a greater width be authorized by special permit issued by competent authority as provided in Section 6 of this Act, and except as provided by Section 75-818 of Arkansas Statutes, 1947 annotated, - as pertains to the movement of farm machinery and equipment from farm to farm within a radius of fifty (50) miles.
Cutter blades and other equipment of a hazardous nature in excess of fourteen (14) feet will be cradled to such an angle as is necessary to reduce the maximum overall width to fourteen (14) feet.
The maximum overall width of a vehicle authorized to be moved upon highways by permit shall be twenty (20) feet or less based on the condition of the highway, distance traveled, and the volume or type of traffic.
The maximum overall width may be exceeded up to twenty four (24) feet by permit only when an emergency exists and then only for short moves based on the degree of such emergency.
No overwidth vehicle shall follow another overwidth vehicle closer than one thousand (1,000) feet.
Special permits will not be issued for any unlicensed vehicle to tow another vehicle or any equipment exceeding the legal size or legal weight limitations as prescribed by law.
OVERHEIGHT:
No vehicle operated upon the State Highway System, unladen or with load, shall exceed a height of thirteen feet and six inches (13' 6") except by special permit issued by the State Highway and Transportation Department.
If overall height exceeds seventeen (17) feet, the move must be accompanied by public utilities personnel.
OVERLENGTH
Subsection (c) of Section 4 of Act 98 of 1955, as amended, the same being Arkansas Statute 75-816{c), is hereby amended by Section 2 of Act 7, 1983 to read as follows:
" (c) No semitrailer or trailer operated on the highways of this State in a truck tractor-semitrailer combination or a truck tractor-trailer combination shall have an overall length unladen, or with load, greater than those lengths that were in actual and lawful use in this State on December 1, 1982. Provided however, that the State shall not establish or enforce any regulation which imposes a semitrailer or trailer length limitation of less than forty-eight (48) feet on a semitrailer or trailer unit operation in combination with a truck tractor unit.
No semitrailer or trailer operated on the highways of this State in a truck tractor-semitrailer-trailer combination shall have an overall length unladen, or with load, in excess of twenty-eight (28) feet, provided that existing semitrailers or trailers of twenty-eight and one-half (28 1/2) feet that were in actual and lawful use on December 1, 1982, shall not be prohibited."
No overlength permit is required for vehicles operated in the daytime when transporting poles, pipes, machinery or other objects of a structural nature, which cannot be readily dismembered.
An oversize permit is not required for the operation of any vehicle or combination of vehicles transporting forest products in their natural state. No load on the vehicle shall extend more than 25 feet past the center of the rear tandem axles and the load must maintain a clearance of 2 feet above the pavement. An escort in front of the loaded vehicle is required when the total length exceeds 75 feet.
ESCORT REQUIREMENTS
The movement of vehicles or cargoes in excess of twelve (12) feet in width and/or seventy-five (75) feet in length shall be accompanied by a minimum of one escort vehicle on all 2-lane primary and secondary highways. Escort vehicles are not required on the Interstate System unless determined by the issuing agency to be necessary for the safety of the traveling public. The escort vehicle must have a flashing amber light mounted on .top of cab. The light must be of sufficient size to be visible to all traffic within a safe distance "of the vehicle or load being escorted.
Eighteen (18) inch red flags are required on the lower rear corners of all overwidth and overlength vehicles and/or cargoes.
At the discretion of the permit officer, one or more escort vehicles may be required for movement on sections of roads with narrow surfaces, restricted sight distances, and/or narrow structures on all oversize vehicles or cargoes.
Vehicles and/or cargoes exceeding the legal allowable width, height or length shall have a plainly legible-sign reading "OVERSIZE LOAD" displayed across the front and rear of the loaded vehicle and on the escort vehicle where an escort is required. The signs required by these regulations shall be constructed of a durable material with a yellow background and black letters of sufficient size to be legible to all traffic within a safe distance.
Permittee must obtain or furnish the escort vehicle as prescribed herein.
No oversize load signs are required on vehicles traveling under a special overweight permit if their dimensions are otherwise legal.

When a permit to haul a total gross weight in excess of 108,000 pounds has been approved by the Director, *the maximum legal weight shall not be exceeded on any load carrying axle.
SINGLE AND TANDEM AXLE LOAD LIMIT: (Load Carrying Axles)
The total gross load imposed on the highway by the wheels of any one (1) single axle of a vehicle shall not exceed 20,000 pounds, except by special permit.
The total gross load imposed on the highway by two (2) or more consecutive axles in tandem articulated from a common attachment to the vehicle, and spaced not less than forty (40) inches nor more than ninety-six (96) inches apart, shall not exceed 34,000 pounds, and no one (1) axle of any such group of two (2) or more consecutive axles shall exceed the load permitted for a single axle. Further, the load imposed on the highway by two (2) or more consecutive axles, individually attached to the vehicle and spaced not less than forty (40) inches nor more than ninety-six (96) inches apart, shall not exceed 34,000 pounds, and no one (1) axle of any such group of two (2) or more consecutive axles shall exceed the load permitted for a single axle, except by special permit.
The maximum weight imposed on the highway by the single front steering axle of a vehicle shall not exceed 12,000 pounds: however, the Director of Highways and Transportation may issue special permits to permit a maximum single front or steering axle weight of not to exceed 18,000 pounds and a maximum tandem front or steering axle weight of not to exceed 32,000 pounds for vehicles of special design, equipment, or construction, engaged in occasional or specialized heavy hauling, such as, but not limited to, hauling of heavy machinery or commodities requiring specialized equipment, oil and/or gas field equipment, or similar equipment, for a period of not more than one (1) year, upon application containing satisfactory proof that such vehicles are used solely for the above purposes. Such permits may contain such limitations upon speed of operation as the Director may deem necessary for safety. These permits shall apply only to the front or steering axle and shall not affect other requirements of law that special permits shall be obtained for vehicles exceeding other maximum size or weight limitations imposed by statute.
No permit shall be issued for the movement of a vehicle except off-the-road vehicles and/or equipment, if the gross weight imposed upon the highway by the wheels of any one single axle exceeds twenty-five thousand (25,000) pounds, or if the gross weight imposed upon the highway by the wheels of a tandem axle exceeds forty-five thousand (45,000) pounds, provided that the gross weight imposed upon the highway by the wheels of any one single axle of a tandem axle does not exceed twenty-five thousand (25,000) pounds.
No permit shall be issued for the movement of vehicles having a total gross weight in excess of one hundred and eight thousand (108,000) pounds, except, that with the express approval of the Director, a special overweight permit for a moving vehicle having a total gross weight in excess of one hundred and eight thousand (108,000) pounds may be granted in cases where the applicant is using unique equipment for hauling indivisible construction, industrial, electrical, mechanical, or nuclear power plant machinery or such other indivisible machinery or equipment which has been declared by the United States Department of Defense to be essential to the national defense; provided that no single axle load shall exceed twenty thousand (20,000) pounds, and no tandem axle shall exceed thirty four thousand (34,000) pounds. The application for such permit is to be submitted to the Permit Section of the Central Office in Little Rock, Arkansas, together with a detailed sketch of such unique hauling equipment to be used in the requested movement, at least two (2) days in advance of the expected movement.
A permit may be issued for two or more consecutive movements or operations by one vehicle, all of which shall, be executed or performed within six consecutive days and will be limited to the State Highways within one county. The application shall include the serial or identification number of the equipment being transported or moved. The permit shall specifically describe the vehicle and load to be moved, the origination and each destination of such vehicle and load, the dates within which the operation or movement is to be executed and completed, and the number of each highway to be traveled.
Provided, that the State Highway Commission or its delegate may issue special permits, upon good cause shown, for one (1) or more consecutive movements or operations on primary and secondary roads only by petroleum or natural gas field related equipment vehicles for a thirty (30) consecutive day period, including weekends and holidays, which movements or operations may be executed or performed in one (1) Or more counties of the State upon the payment of five dollars ($5.00) and in addition thereto, for each ton or major fraction thereof exceeding the maximum axle weight or maximum overall weight allowed by law, the charges set forth in Subsection (e) of Section 6 of Act 98 of 1955, as amended, multiplied by five (5).
No extension of time shall be granted for this type of permit.
No oversize load signs are required on vehicles traveling under a special overweight permit if their dimensions are otherwise legal.
Special permits will not be issued for any unlicensed vehicle to tow another vehicle or any equipment exceeding the legal size or legal weight limitations as prescribed by law.
MAXIMUM DIMENSIONS AND WEIGHTS ALLOWABLE IN ARKANSAS
THE MAXIMUM ALLOWABLE LOAD ON THE FRONT AXLE OF TRUCKS AND TRACTORS IS 12,000 POUNDS.
AXLE DISTANCES MUST BE IN COMPLIANCE WITH FEDERAL BRIDGE FORMULA.

VEHICLES OF SPECIAL DESIGN
VEHICLES OF SPECIAL DESIGN DEFINED:
Any rubber tired mobile construction vehicle or equipment carrying no load other than its own weight, which has been reduced in size and/or weight until further reduction is impractical.
Vehicles of special design, if mounted on pneumatic tires, may be permitted to move over designated Arkansas State Highways.
All axles are defined as load carrying axles on vehicles of special design
Permits will be issued on the basis of the actual width of the tires (in inches) multiplied by 650 pounds per inch width, multiplied by the total number of tires. The total weight on all tires in contact with the road surface will determine the gross weight. Maximum gross weight will be limited as necessary to protect the bridges and roadway surfaces of the highways involved.
The load upon any vehicle operated alone, or the load upon the front vehicle of a combination of vehicles, shall not extend more than three (3) feet beyond the front wheels of such vehicle or the front bumper of such vehicle if it is equipped with such a bumper, except by special permit.
Permits for vehicles of special design will not be issued until the vehicle or equipment has been reduced in dimension and/or weight to come within the legal limits or permit movement criteria as set forth in this Manual.
All vehicles must maintain minimum posted speed limits if routed where the minimum speed limit is posted.
A minimum of one (1) escort vehicle is required for vehicles or equipment exceeding twelve (12) feet in width for movement on all primary and secondary highways. One (1) or more escort vehicles may be required for slow moving vehicles or equipment, excessive length, overhang in front or rear, and/or where other safety hazards exist.
PERMIT FEES FOR VEHICLES OF SPECIAL DESIGN
When applying for a permit for movement of vehicles of special design, the gross weight of each axle must be computed separately. The combined axle weights will determine the total gross weight and the fee will be computed by the Permit Clerk when issuing the permit.
A charge of Five Dollars ($5.00) shall be made for each special permit; ' with additional charges for each ton or major fraction thereof to be hauled in excess of the legal weight of each axle or in excess of legal gross weight which ever is applicable, as prescribed by Section 6 of Act 98 of 1955, as amended (Ark. Stats. 75-818).

CONDITIONS FOR PERMITTING MOVEMENT OF HOUSES
Section VI of the "Permit Manual for the Movement of Oversize and/or Overweight Vehicles and/or cargoes in the State of Arkansas", as adopted on May 27, 1970 under Minute Order 70-138, has been amended by the Arkansas State Highway Commission on May 29, 1975 under Minute Order 75-213 as follows:
Application for the movement of houses shall be submitted to the Permit Section, State Highway and Transportation Department, Little Rock, Arkansas, either in person, via telephone, or by written application form furnished by the Department.
Application for permits shall be submitted as far in advance of the movement as possible, and adequate time allowed for approval.
Surety Bond in the amount of Five Thousand Dollars ($5,000.00) for damages which may result from the movement of all houses in excess of twenty (20) feet in width, shall be filed with the Permit Section before permits can be issued for movement of houses in excess of twenty (20) feet in width, unless stipulated by the District Engineer.
The maximum overall width allowable under a normal permit for the movement of a house upon State Highways is twenty-eight feet and six inches (28'6") based on the route requested, the conditions of the highway, the distance involved in the movement and the volume and type of traffic; however, this maximum width may be exceeded only when an emergency exists and is approved by the District Engineer for the District in which the move is to be made. Factors to be considered in approval of such emergency permits shall include, but not be limited to: maximum overall width, distance to travel, highway condition and the volume or type of traffic. Upon approval by the District Engineer, the Permit Section of the Central Office will issue the permit.
An escort vehicle is required both front and rear of movement. Two-way radio communication is required between escorts. Each escort vehicle must have a flashing amber light mounted on top of the cab. The light must be of sufficient size to be visible to all traffic within a safe distance of the vehicle and the load being escorted. Where the overall height exceeds seventeen (17) feet, the move must be accompanied by public utilities personnel.
The applicant shall assume absolute liability and shall pay for any and all damages to highways, highway facilities, persons, or private property resulting from the movement of such oversize house and shall file with the State Highway and Transportation Department Permit Section a certificate of liability insurance from a company licensed to do business in the State of Arkansas. The minimum liability insurance requirements are $100,000.00 for the first injury, $300,000.00 for each accident, and $25,000.00 for property damage. ($325,000.00 minimum combined single limit coverage).
Prior to the issuance of a permit, the mover shall make arrangements with the District Engineer for an inspection of the route over which the move will be made. A three (3) day notice should be given to make arrangements for this initial inspection. Outside house dimensions will be furnished at the time of the route inspection.
CONDITIONS FOR MOVEMENT OF HOUSES
Movers will be required to take down and replace as necessary all signs and mailbox posts.
Written agreements are to be obtained by the movers from all utility companies involved to assure that all arrangements have been made for any adjustments.
No permit will be issued for the movement of houses on State Highway Commission approved holidays. No movement will be made during inclement weather.
Movement of all houses in excess of fourteen (14) feet in width will be allowed during the following hours:
9:00 a.m. to 3:00 p.m. Monday through Thursday
9:00 a.m. to 12 noon Fridays
Daylight to 9:00 a.m. Sundays
Immediate arrangements will be made to allow passing of all emergency vehicles during the move. All necessary provisions will be made to assure that traffic will not be held up more than fifteen (15) minutes where conditions permit. Under no conditions will traffic be held up more than thirty (30) minutes.
Flagmen will be furnished as needed.
Permits for moving houses will be limited to two (2) days. Permits will not be cancelled but may be extended providing the issuing agency is notified prior to expiration of the original permit. No permit will be issued for movement of houses on the Interstate highways.

MOVEMENT OF MOBILE HOMES
Mobile home permits are available and may be obtained from the State Highway and Transportation Department at the Central Permit Office or any Weight Station.
The minimum liability insurance requirements for Mobile Home Manufacturers, Mobile Home Dealers and Mobile Home Carriers are one hundred thousand ($100,000.00) dollars for the first injury, three hundred thousand ($300,000.00) dollars for each accident and one hundred thousand ($100,000.00) dollars for property damage resulting from the accident. ($400,000.00 dollars minimum combined single limit coverage).
Special permits are required for the movement of all mobile homes in excess of eight (8) feet in width or in excess of sixty (60) feet in length.
Special permits may be issued to persons transporting their own mobile home up to, but not in excess of twelve (12) feet in width, provided the mobile home is not for the purpose of sale and when the mobile home unit is registered in the name of such persons and is a truck of not less than 1-ton factory rated capacity equipped with safety devices as required by the Interstate Commerce Commission. Movement permitted during daylight hours only.
Proof of liability coverage in the amounts of $25,000.00/$100,000.00/ $15,000.00 or $115,000.00 minimum combined single limit coverage for persons transporting their own mobile home must be available for verification at all times during movement in Arkansas.
Mobile home units up to, but not exceeding fourteen (14) feet in width exclusive of clearance lights may be permitted to travel the Interstate Highway System in Arkansas.
Mobile homes not exceeding ten (10) feet in width may be transported on Saturday A.M., until noon. Mobile homes in excess of ten (10) feet in width may not be moved on Saturday, Sunday or Holidays.
All permits issued for the movements of mobile homes shall have listed on the face of each permit the brand name of the mobile home and the serial number of the mobile home.
Special permits will not be issued for any unlicensed vehicle to tow any mobile home.
If permits are obtained by telephone, applicant must have permit in his possession before departure from any point of origin.
No refund shall be made on any permit for the movement of a mobile home; however, an extension of time for the movement of the mobile home under a permit may be granted where the extension for time is received prior to the expiration date of the permit and the request for the extension of time is supported by adequate justification.
The permit for the movement of a mobile home in excess of ten (10) feet in width shall provide that the mobile home shall be equipped with tandem axles, and that the tandem axles be equipped with proper brakes.
Movement of oversize mobile homes through Little Rock, on I-30 is prohibited from 7:00 to 9:00 a.m. and 3:30 to 6:00 p.m.
No movement of fourteen (14) feet wide mobile homes on 2-lane highways from 7:00 to 9:00 a.m. and 3:00 to 5:00 p.m.
MOBILE HOME ESCORT REQUIREMENTS
The vehicle towing the mobile home shall display an "OVERSIZE LOAD" sign on the front of said vehicle and 18" square red flags on the front corners of the towing vehicle. An "OVERSIZE LOAD" sign shall be displayed across the upper one-half of the rear of the mobile home being towed and 18" red flags on the rear top corners of the mobile home being towed.
The "OVERSIZE LOAD" signs required shall be constructed of a durable material with a yellow background and black letters of a 2 inch stroke and a minimum height of 10 inches.
The escort vehicle shall be equipped with a flashing amber light mounted on top of cab, and shall display an "OVERSIZE LOAD" sign as described above. The amber light shall be of sufficient size to be visible to all traffic within a safe distance of the vehicle or load being escorted.
When the issuing agency determines that two (2) escort vehicles are required, the permit shall so state and RADIO COMMUNICATION BETWEEN THE TWO (2) ESCORT VEHICLES SHALL BE REQUIRED.
An escort vehicle is required to accompany each mobile home unit where the overall length -exceeds seventy-five (75) feet, except on Interstate and 4-lane highways, or within a 5 mile radius of a 4-lane highway.
Escort vehicles are not required for movement of any mobile home unit up to and including fourteen (14) feet wide while traveling on Interstate or 4-lane highways.
An escort vehicle is required to accompany each mobile home unit twelve (12) feet in width where the "Traveled Way" (road surface) is less than twenty-two (22) feet in width or where bridge structures are less than twenty-four (24) feet in width, and where sight distance is restricted.
Escort vehicles required for movement of fourteen (14) feet wide mobile home units, shall be determined at the time the application for movement is accepted and the routing is determined. The distance and routes involved will be determining factors and may require two (2) escort vehicles on some routes, including radio communication between the two (2) escort vehicles.
Two (2) escort vehicles are required to accompany the movement of each fourteen (14) feet wide mobile home, when movement is on 2-lane highways north of 1-40 from the Oklahoma border east to Conway, Arkansas, north of U.S. 64 to Beebe, Arkansas, north and west of U.S. 67 from Beebe northeast to the Missouri border, .except only one (1) escort vehicle is required to accompany each fourteen (14) feet wide mobile home on the following routes within this sector:
U.S. Highway 71 between Alma and the Arkansas-Missouri border
U.S. Highway 65 between Conway and the Arkansas-Missouri border
U.S. Highway 167 between Bald Knob and Ash Flat, Arkansas
U.S. Highway 62 between Ash Flat and the Arkansas-Missouri line.
One (1) escort vehicle is required to accompany the movement of each fourteen (14) feet wide mobile home on all remaining 2-lane highways south and east of the above northern sector of the state.
When any mobile home, not in excess of fourteen (14) feet wide, is traveling from a point of origin or to a destination that is located within a five (5) mile distance from a four (4) lane highway, no escort vehicle is required.
MOVEMENT OF MODULAR HOUSING UNITS
A Modular Housing Unit is defined as a unit constructed for use as an office, classroom or dwelling, capable of being transported on.a trailer or truck bed over the highways of the State of Arkansas.
"Required insurance" means a policy of liability insurance, the limits of which are $100,000.00 for the first bodily injury or death, $300,000.00 for bodily injury or death for each accident, and $100,000.00 for property damage resulting from the accident, for manufacturers, dealers and carriers.
"Special permit" means written permission to move overwidth and/or overlength Modular Housing Units over Interstate and Intrastate highways of the State.
"Overwidth" means any unit in excess of eight (8) feet in width, exclusive of clearance lights.
"Overlength" means any unit in excess of the allowable overall length as authorized for the particular vehicle and/or trailer used to transport the unit.
If any Modular Housing Unit is equipped with axles and is capable of being towed, then the. movement would be governed by the Mobile Home Act 264 of 1971.
No special permit shall be issued for movement of any unit in excess of fourteen (14) feet in width exclusive of clearance lights.
Movement permitted during daylight hours only. No movement of fourteen (14) feet wide Modular Housing Units will be allowed on 2-lane highways between the hours of 7:00 a.m. to 9:00 a.m. or from 3:00 p.m. to 5:00 p.m.
One escort vehicle is required to accompany each Modular Housing Unit in excess of twelve (12) feet in width on all 2-lane highways.
REQUIREMENTS FOR THOSE PROVIDING ESCORT SERVICES
