23.02 PERMIT REQUIREMENTS ON CERTAIN WMAs, WD As and NWRs. It shall be unlawful to take or attempt to take turkey during spring permit hunts on certain WMAs, WD As and NWRs without first obtaining the required permit or fail to follow the instructions on said permits (Ref: Code 18.23 Non-Compliance with Terms Of Permit) as specified herein:

(A) Quota: BELL SLOUGH WMA, BERYL ANTHONY/LOWER OUACHITA WMA, BOIS D'ARC WMA, CACHE RIVER NWR (Unit 2), CAMP ROBINSON WMA, CUT-OFF CREEK WMA, FELSENTHAL NWR, HAROLD E. ALEXANDER/SPRING RIVER WMA, HOLLAND BOTTOMS WMA, LAFAYETTE COUNTY WMA, REX HANCOCK/BLACK SWAMP WMA, SHIREY BAY/RAINEY BRAKE WMA, SULPHUR RIVER WMA.

(B) Youth: BAYOU METO WMA, BERYL ANTHONY/LOWER OUACHITA WMA CACHE RIVER NWR (Unit 2), CUT-OFF CREEK WMA, FELSENTHAL NWR, GULF MOUNTAIN WMA, HAROLD E. (C) A lease land permit is required for persons 16 years and older to camp, hunt or trap any type of wildlife on BIG TIMBER WMA, CASEY JONES WMA, CHEROKEE WMA, GUM FLATS WMA, JIM KRESS WMA, LAFAYETTE COUNTY WMA, PROVO WMA. A Cherokee WMA Lease Land permit is also required for the operation of motorcycles, bicycles, ATVs and horseback riding from October 1-February 28 and during Spring Turkey seasons in Spring Turkey Zones 2, 6 and 7 on CHEROKEE and JIM KRESS WMAs, except on state or county roads.

Elk (2.21, 17.01)

Zones 1, 2, 3 and 4 (Public Land Hunt)

September 22-26, 2003. Four bull permits (one per zone). December 8-12, 2003. Three bull permits (one each for zones 1, 2 and 4) and twelve antlerless permits (three per zone).

Zone 3 (Public Land Youth Hunt)

December 8-12, 2003. One either-sex permit. Youth hunt. Youths under 16 years of age applying for an elk hunt will automatically be in this drawing. If youth is drawn for both hunts (the regular hunt and the youth hunt) the youth will receive the permit for which he/she was first drawn for and a redraw will be done on the second permit.

Zone A (Private Land Hunt)

September 22-26, 2003 and December 8-12, 2003. Either-sex. Limit one. Quota of 5 elk per hunt.

Justification

The change for elk zone A involves a reduction in the number of hunt days during the September and December hunt from 7 to 5 days. Harvest, aerial count, nuisance complaint, observation and permit data indicates a significant reduction in the population since 1999. Season structure modifications are needed to insure that a breeding population of elk will be maintained within elk zone A and the small population will not be eliminated. This more conservative approach will allow staff time to collect data from landowners in the spring of 2003 on perceptions and attitudes about elk through a mail survey. Data collected will be analyzed and information used to develop harvest strategies for elk zone A for 2004. The reduction in days from 7 to 5 is designed to make the September and December elk season length consistent for all elk zones.

02.21 ELK HUNTING SEASON. It shall be unlawful to take, attempt to take, or possess elk other than during the open seasons as specified herein:

September 22-26, 2003 No dogs. One bull permit (valid in elk zone 1), one bull permit (valid in elk zone 2), one bull permit (valid in elk zone 3) and one bull permit (valid in elk zone 4).

December 8-12, 2003. No dogs. One bull permit (valid in elk zone 1), one bull permit (valid in elk zone 2), one either-sex youth permit (valid in elk zone 3) and one bull permit (valid in elk zone 4). Three antlerless permits (valid in elk zone 1), three antlerless permits (valid in elk zone 2), three antlerless permits (valid in elk zone 3), and three antlerless permits (valid in elk zone 4).

September 22-26, 2003 and December 8-12, 2003 No dogs Either-sex permits valid for elk in elk zone A. Each hunt period will end when the quota of elk has been harvested in zone A. The quota for the September 22-26, 2003 hunt period is 5 elk. The quota for the December 8-12, 2003 hunt period is 5 elk.

EXCEPTION:

(1) When legally harvested outside the state and accompanied by verification.PENALTY:

Not less than $5,000.00.
