Dog Regulations on Wildlife Management Areas
22.01
DOG RESTRICTIONS ON WMAs. It
shall be
unlawful to allow dogs on any wildlife
manage-
ment area during the period of March 1 -August
31.
EXCEPTIONS:
(1)
Permitted AKC. UKC and ACHA field trials when approved by the
Commission.
(2)
August - February training period for raccoon dogs on Bayou DeView, Big Lake,
Dave Donaldson I Black River, Shirey Bay -Rainey Brake and St. Francis Sunken
Lands WMAs. )
(3)
Bird dog training through April 15 on Camp Robinson Wildlife Demonstration
Area.
PENALTY: $25.00 to
S250.00.
21.05
ARCHERY/CROSSBOW SEASON
RESTRICT-ED ON CERTAIN WMAs. It shall be unlawful to
take or attempt to take
deer with archery I
cross-how tackle other than as specified herein:
(A)
October 1 -
November 30, 1983 only on Bayou DeView, Big Lake, Dave Donaldson/ Black
River, St. Francis Sunken Lands WMAs and that part of Shirey Bay-Rainey Brake
in zone 4.
(B)
October 1, 1983 - February 29, 1984 only in that part of the
Buffalo River WMA north of Cave Creek and Buffalo River, south of Buffalo
River, and east of Highway 123.
(C)
Archery I Crossbow season closed
on Harris Brake WMA, Johnson County Waterfowl Rest Area, and on the Norman
Point (Nim-rod) Goose Area.
PENALTY: $100.00 to $300.00.
21.06
PERMIT REQUIREMENTS ON
CERTAIN
WMAs. It shall be unlawful to take or attempt to
take
deer during regular gun and
muzzle-loading seasons without first obtaining required permit or to fail to
check in and out of WMAs as specified herein:
(A)
Ft. Chaffee, Gulf Mountain,
Harold E. Alexander, Hurricane Lake, Lafayette County and St. Francis Forest
WMAs. EXCEPTIONS:
(1)
Hurricane Lake WMA - Permit not required
during muzzle-loading season.
(2)
Gulf Mountain WMA - Permit not
required
on Arkansas Kraft Corporation lands
PENALTY: $25.00 to $250.00.
19.02 REQUIREMENTS TO POSSESS
ANOTHER'S WILDLIFE. It shall be unlawful to possess wildlife or portions
thereof, taken by another person unless such wildhfe is accompanied by written
and signed information stating the name, address, number, species, date taken,
and Ucense number of person from whom received. PENALTY: S50.00 to
$250.00.
19.03 SHIPPING WILDLIFE
REQUIREMENTS. It shall be unlawful to ship or mail any wildlife from Arkansas
without displaying on the package or container the name and address of shipper,
and the number of each species contained therein. PENALTY: $25.00 to
$250.00.
19.04 REQUIREMENTS FOR
COMMERCIAL STOR- AGE OF WILDLIFE. It shall be unlawful for any commercial
storage facility to receive or store any wildlife without keeping proper
records indicating the number, species, and the name and address of person from
whom such wildlife was received. PENALTY: $25.00 to $250.00
19.05 LITTERING OF CAMPING AREAS PROHIBI-TED.
It shall be unlawful to Utter by depositing any paper, can, bottle, cup, or
refuse on lands owned or controlled by the Commission or fail to extinguish
fires before leaving said camping areas.
PENALTY: $25.00 to $100.00.
Section 19.00 General Hunting & Fishing
Regulations
19.01 WASTING EDIBLE PORTION OF
WILDLIFE PROHIBITED. It shall be unlawful to allow the edible portion of any
game, fish, bird, or frog normally consumed as food to go to waste. PENALTY:
S25.00 to $250.00.
18.20 HUNTING
RESTRICTED ON WATERFOWL REFUGE. It shall be unlawful to take or attempt
to take any
migratory birds or waterfowl
during declared open seasons for migratory birds or waterfowl, other than from
one-half (Vz) hour before sunrise to 12:00 o'clock noon on the
DeGray Lake Re-regulating pool in Clark County. PENALTY: $25.00 to
$250.00.
18.21 WEAPON
RESTRICTIONS ON BEAVER RE- SERVOIR ISLANDS. It shall be unlawful to possess or
use any killing device other than shotguns and archery tackle while hunting any
type of wildlife on all islands in Beaver Reservoir in Benton, CarroU and
Washington Counties. PENALTY: $100.00 to $500.00.
18.22
HUNTING FROM CEMETERIES. It
shall be un-lawful to hunt, take or attempt to take, any
wildlife within any cemetery.
PENALTY: $25,00 to $100.00.
18.23
HUNTING PROHIBITED ON CERTAIN
RAIL-ROADS. It shall be unlawful to hunt from the
Missouri Pacific Railroad or Right-of-Way beginning at
the intersection of the Missouri Pacific Railroad and the Arkansas Mississippi
River Levee at Yancopin, northeast to the Benzal Bridge on the White River at
the Arkansas-Desha County Line. PENALTY: $25.00 to $300.00.
18.17 WILDLIFE PET RESTRICTIONS.
It shaU be un- lawful to take or capture by any method other than by hands and
retain in captivity any protected w0dlife other than
two (2) each of
the species speci^ed herein, and the sale, barter or transporting from
the state of any live, protected game animal taken from the wild within the
state or the progeny thereof is prohibited.
(A) Bobcat, coyote, deer, opossum, quail,
rabbit, raccoon, squirrel
and gray fox. EXCEPTION:
(1) Wildlife exchanged with other stateis by
the
Commission. PENALTY: $25.00 to $250.00.
18.18 FIREARMS
PROHIBITED ON STATE-OWNED LAKES. It shall be unlawful to possess any firearms
on lakes owned or controlled by the Commission.
EXCEPTION:
(1) While
legally hunting waterfowl when said lakes are open to waterfowl hunting.
PENALTY: $25.00 to $250.00.
18.19 WATERFOWL HUNTING RESTRICTIONS ON LAKES
HARRIS BRAKE, HAMILTON. It shaU
be unlawful to take or attempt to take any migratory waterfowl
from any watercraft, or other floating device on Lake Hamilton m Garland County
and Harris Brake Lake in Perry County. PENALTY: $25.00 to $250.00.
Section 14.00 Birds
14.01 TAKING OF BIRDS & EGGS PROHIBITED.
It shall be unlawful to take or attempt to take wild birds or bird eggs.
EXCEPTIONS:
(1)
Migratory or resident game birds during seasons declared open by the
Commission.
(2) English
sparrows.
(3) Black birds,
starlings, and crows committing damage to agricultural crops or personal
property.
(4) Crows as permitted
under Commission Code 02.10 (Crow Hunting).
(5) In compliance with Commission Code 14.03
Falconry)
(6) In compliance with
Commission Code 18.17 (Pets).
PENALTY: $100.00 to $500.00.

13.06 MIGRATORY GAME BIRDS SHOOTING HOUR
RESTRICTIONS. It shall be unlawful
to
take or attempt to take any migratory game bird, including
migratory waterfowl, prior to 30
minutes before sunrise (local time) or later than sunset (local
time).
EXCEPTION:
(1) Teal
taken from sunrise to sunset (local time) during special teal season. '
PENALTY: S25.00 to S250.00.
13.02 FEDERAL PERMIT REQUIREMENTS. It shaU be
unlawful to take or attempt to take wildlife on federal hatcheries or national
wildhfe refuges where federal permits are required without first obtaining said
permits. PENALTY: $25.00 to $300.00.
13.03 MIGRATORY GAME BIRD BAITING PRO-
HIBITED. It shall be unlawful to take or attempt to take migratory game birds
by the aid of baiting. (Ref. Ol.OOC, Baiting Defined). PENALTY: $25.00 to
$250.00.
13.04 FEDERAL MIGRATORY
BIRD (DUCK) HUNT- ING STAMP REQUIREMENTS. It shaU be unlawful to take or
attempt to take migratory waterfowl without first obtaining a current
Federal Migratory Bird Hunting Stamp, commonly referred to as
a 'duck stamp', and to fail to validate said stamp by signing in ink across the
face thereof. EXCEPTION:
(1) Persons under 16
years of age. PENALTY: $50.00 to $300.00,
13.05 GUN PLUG REQUIREMENTS. It shall be un-
lawful to take or attempt to take any migratory game bird with any firearm
other than shotguns incapable of holding more than three shells in the magazine
and chamber combined. Shotguns
Section 13.00 Federal Regulations
13.01 FEDERAL REGULATIONS COMPLIANCE
RE-QUIREMENTS. It shaU be unlawful to take, attempt to take, or possess
migratory game birds within the boundaries of Arkansas without complying with
all federal regulations governing such taking or possessing (including but not
limited to the Code of Federal Regulations, Title 50, Subparts B, Definitions:
C, Taking, and D, Possession), or to fail to comply with any federal regulation
governing the taking of wildlife on federal refuges or sanctuaries. EXCEPTION:
(1) Non-Toxic (Steel Shot) Regulation.
PENALTY: $50.00 to $500.00.
Point values for ducks will be;
Canvasback d Black Duck - 100.
Female mallard, redhead, wood duck, and hooded mei^anser - 70. Widgeon,
pintail, blue-winged teal, cinnamon teal, gadwall, shoveler, scaup,
green-winged teal, and mergansers (except hooded mergansers) - 10.
Mallard drake and all other species of ducks -25.
PENALTY: $25.00 to $250.00.
12.16 BLUE, SNOW AND WHITE-FRONTED GOOSE
SEASON RESTRICTIONS. It shall be unlawful to take or attempt to take blue,
snow, or white-fronted geese other than from November 12, 1983 through
January 20, 1984. PENALTY: $200.00 to $500.00.
12.17 BLUE, SNOW AND WHITE-FRONTED GOOSE
DAILY BAG AND POSSESSION RESTRICTIONS. It shall be unlawful to take or attempt
to take more than five (5) blue, snow or white-fronted geese (in any
combination) in any one day or to possess more geese than twice the daily bag
Umit. No more than two (2) white-fronted geese may be taken daily. PENALTY:
$25.00 to $250.00.
12.13 DUCK AND
COOT SEASON RESTRICTIONS.
It shall be unlawful to take or attempt to take ducks or coots
other than from November 19, 1983 through December 11, 1983 and
December 22, 1983 through January 17, 1984. PENALTY:
$200.00 to $500.00.
12.14
COOT DAILY BAG AND POSSESSION RE- STRICTIONS. It shall be unlawful to take or
attempt to take more than fifteen (15) coot in any one day or to possess more
than two (2) daily bag lunits. PENALTY: $25.00 to $250.00.
12.15 DUCK DAILY BAG AND POSSESSION RE-
STRICTIONS. It shall be unlawful to take or attempt to take more duck in any
one day than as specified under the point system or to possess more than two
(2) daily bag limits: Daily bag limit is reached when the point value of the
last duck taken, added to the sum of the point values of ducks already taken
during that day, reaches or exceeds 100 points.
10.03 NUISANCE FUR-BEARING ANIMAL TRAP-
PING RESTRICTIONS. (Beaver, muskrat, nutria).
It shall be unlawful to trap nuisance furbearing animals outside
the declared furbearing animal trapping season other than as specified
herein:
(A) Beaver trapping the entire
year in water sets and only in compliance with Commission Code
10.02(B).
(B) Muskrat and nutria
trapping in water sets and in comphance with Commission Code 10.02 (B) by
landowners, controllers or their designees only on their property where damage
is being committed by said animals.
PENALTY: $50.00 to $300.00.

10.02 REGULAR FORBEARING SEASON TRAP
RESTRICTIONS. It shall be unlawful to possess, in fields or woods, or to use
any snare or steel trap other than smooth-jawed traps during declared open
furbearing animal seasons as provided herein. Trapping in any path, trail, or
runway created and commonly used by persons, dogs, or other domestic animals
prohibited.
(A) Land-Set Trap Restrictions.
Smooth-jawed traps with a jaw spread not in excess of 5-5/8 inches (those in
excess of 5 inches must have offset jaws), Size 110 and 120 Conibear, or
comparable traps, with a jaw spread not to exceed 4Vz
inches.
(B) Water-Set Trap
Requirements.
(1) Smooth-jawed traps with a i
jaw spread not in excess of VA inches, Conibear or comparable
type traps with a jaw spread not in excess of 10 inches.
(2) Use of Snares (Water sets
only).
(3) Use of any form of sight
bait or bait consisting of or including any animal substance, only when such
bait is not visible from above.
PENALTY: $50.00 to $300.00.
Section 10.00
Furbearing Animals
10.01
NON-RESIDENT
FUR-TAKER^S PERMIT RE- QUIREMENT. It shall be unlawful for
non-resident persons of any age to take, attempt to take, or possess any
furbearing animals or any parts
09.08 BIRD DOG TRAINING RESTRICTIONS. It shaU
be unlawful to train bird dogs prior to 75 days before the opening of the quail
season or later than 45 days following the close of the quail season, and in
the training of bird dogs to use firearms other than pistols with solid ball or
blank ammunition. PENALTY: $25.00 to $250.00.
09.09 DOGS PROHIBITED DURING SPRING SQUIR-
REL & TURKEY SEASONS. It shaU be unlawful to use dogs for the purpose of
hunting coyote, squirrels or turkey during the spring squirrel and turkey
seasons. PENALTY: $25.00 to $250.00.
09.04
DOGS PROHIBITED ON BEAVER
LAKE
ISLANDS. It shall be unlawful to use dogs
while
hunting wildlife on islands in Beaver Lake during open deer
seasons. PENALTY: $25.00 to $250.00.
09.05
DEER DOG RESTRICTIONS. It shall
be unlawful
to allow dogs to chase deer.
EXCEPTIONS:
(1)
In comphance with Commission Code 09.07.
(2)
In zones or areas declared open by
the Commission to the use of dogs for deer hunting.
PENALTY: $25.00 to
$250.00.
09.06
CHASING FOR PLEASURE
RESTRICTIONS. It
shall be unlawful to possess any killing device
when
using dogs to chase fox, rabbit, raccoon, bobcat or coyote
for pleasure during closed seasons on species being pursued. PENALTY:
$100.00 to $500.00.
09.07
DEER DOG TRAINING RESTRICTIONS.
It shall
be unlawful to allow dogs to chase deer for
training
purposes other than from October 1 through December 31 of
each year, and to possess a killing device while engaged in training of deer
dogs. EXCEPTIONS:
(1)
Legal weapons for deer hunting permitted during a declared open gun deer season
when and where dogs are permitted.
(2)
Deer dog training prohibited
during a declared gun or muzzle-loading season when and where the use of dogs
for deer hunting is not permitted.
PENALTY: $100.00 to $300.00.
EXCEPTIONS:
(1) Collars not required to be worn by
waterfowl retrievers while in the act of retrieving waterfowl if the owner or
person in charge of said retriever has on his person the collar bearing the
required plate and tag.
(2) Owner's
name and address tattoed in hunting dog's ear may be substituted for plate
bearing owner's name and address.
(3) Non-resident's dogs during permitted AKC,
UKC, ACHA hunts and field trials.
PENALTY: $10.00 to $100.00.
09.02 HUNTING DEER WITH DOG RESTRICTIONS.
It shall be unlawful to use dogs to hunt deer dur-
ing open gun deer season in zones or areas closed by the
Commission to the use of dogs. PENALTY: $25.00 to $250.00.
09.03 RESTRICTED USE OF DOGS DURING DEER
SEASON. It shall be unlawful to use dogs for hunting deer during the declared
open gun deer seasons other than as specified herein.
A.
November 12-20, 1983. Dogs of any
breed
may be used in Zones 5,6,7,8,11,12.13, 14,15.16,17,19
& 20. No dogs in zone 2. Dogs with shoulder height no more than 15 inches
may be used in zones 1,3,9 & 10.
B.
November 25-26, 1983. Dogs
Prohibited.
C.
December 12-17, 1983. Dogs of any breed
may be used in zones 5,6,7,8,11,12,13, 14,15,16,17,19
& 20. Dogs with shoulder height no more than 15 inches may be used in zones
1.3,9 & 10.
D.
Dogs prohibited in Zones 4 and 23. PENALTY: $25.00 to
$250.00.
Issued by the Commission to any other person. PENALTY: $25.00 to
$250.00.
03.07
COUNTERFEITING LICENSE PROHIBITED. It shall be unlawful to counterfeit any
license,
permit, tag or stamp issued by the Commission;
or to collect funds for any license, permit, tag or stamp by an
authorized person.
PENALTY: $100.00 to $500.00, and a jail sentence for a period of
up to 90 days may be imposed.
03.08 BACKDATING OR ALTERING LICENSE
PROHIBITED. It shall be unlawful for any person (including License Dealers) to
backdate or alter any Hcense, permit or tag issued by the Commission or to
possess any hcense, permit, tag or stamp issued by the Commission that has been
altered.
PENALTY: $25.00 to $250.00.
03.09 GUIDE LICENSE REQUIREMENTS. It shaU be
unlawful to guide, aid, or assist another person,
for pay or other consideration, in the taking of any species of
wildlife or fish without obtaining a Commercial Guide License. PENALTY: $25.00
to $250.00.
(D)
Non-residents
hunting bear.
Requirements: Annual Non-Resident Big Game Hunting
License and Bear Permit.
EXCEPTIONS:
(1)
Non-residents under 16 years of age prior to killing a deer, turkey or bear
with firearms providing said non-resident under 16 years of age obtains a
Non-Resident Big Game Hunting License and a Bear Permit if applicable.
PENALTY: Residents - $50.00 to S300.00. Non-Residents - SI50.00
to $300.00.
03.03-A STATE MIGRATORY WATERFOWL HUNTING
STAMP REQUIREMENTS. It shall be unlawful to take or attempt to take migratory
waterfowl without first obtaining and having on the person an Arkansas
Migratory Waterfowl Huntmg Stamp (Duck Stamp) and to fail to vaUdate said stamp
by signing
{signature) in ink across the face thereof:
EXCEPTION:
(1) Persons under sixteen (16)
years of age. PENALTY: $50.00 to $300.00.
03.04 NON-RESIDENT ILLEGALLY POSSESSING RE-
SIDENT LICENSE. It shaU be unlawful for any non-resident to possess any
resident license, permit, or tag issued by the Commission. PENALTY:
$150.00 to $300.00, and suspension of hunting privileges in
Arkansas for a period of up to 24 months may be imposed.
03.05 POSSESSION OF IMPROPER LICENSE. It shaU
be unlawful to possess any license, permit, tag or stamp issued by the
Commission to any other person.
PENALTY: $25.00 to $250.00.
03.06 LENDING LICENSE PROHIBITED. It shaU be
unlawful to lend any license, permit, tag or stamp

WILD TURKEY SEASONS {1983-84). It
shall be
unlawful to take wild turkey other than during
the declared open seasons as specified
herein:
1983-84 Fall Wild Turkey Archery and Crossbow
Season:

1,5,8,9,10,11 and 20. Closed in the following counties or parts of counties
within said zones:

02.02 GUN DEER SEASONS (1983). It shaU be
unlaw- ful to take or attempt to take deer with modern firearms other than
during the declared open seasons as specified herein:
November 12-20, 1983. Zone 4 Closed. November 25 &
26, J 983. Zone 4 Closed. December 12 - 17, 1983. Zones 2 and 4 Closed.
(Ref: 02.03 Muzzle-Loading Deer Season). PENALTY: $200.00 to
$500.00.
02.03 1983-84
MUZZLE-LOADING DEER SEASONS. It shall be unlawful to take or attempt to take
deer with muzzle-loading firearms other than during the declared open
muzzle-loading deer seasons as specified herein: 1
983-84 Muzzle-Loading
Deer Seasons:
October 22-30, 1983 and December 19, 1983 - January 2,
1984 open to either-sex in zones 1,3,5,9,11,13 and 20; bucks only in zones
2,6,7,8 and 10. November 21, 1983 - January 2, 1984 in zones 12,14,15,16,17 and
19. Either-sex except bucks only during the regular gun hunts. Zone 4 and
certain WMA's closed. Ref;21.04, 21.04-A and02.14-A. EXCEPTION:
(1) In areas open during regular gun deer
seasons. PENALTY: $200.00 to $500.00.
