Thoroughbred Rule 2225
2225. No horse shall be permitted to enter
unless stabled on the grounds of the franchise holder, except with the
permission of the Racing Secretary. No horse shall be permitted to start unless
the horse has been stabled on the grounds of the franchise holder for at least
seventy-two (72) hours immediately prior to the race, except with the
permission of the Racing Secretary.
