Cal. Code Regs. Tit. 2, § 501 - Scope and Application

The Department shall require that appointments shall be made on a duration basis to all classes and positions in the state civil service, during the period these regulations are in effect except that the Department may permit regular appointments and hold regular examinations whenever this would be in the best interests of the State. Unless otherwise provided in these regulations, the regulations governing the status, tenure, and conditions of employment of regular employees shall govern the status and tenure of duration employees.
