Cal. Code Regs. Tit. 2, § 92 - Special Consultant
(a)
Special Consultant classes shall only be established if:
(1) The work or project is of an expert,
unique, or technical nature that is short-term but may involve multiple phases
and goals; and
(2) Specialized
skills, knowledge, and experience are needed for the work or project that are
not available within existing civil service
classifications.
(b)
Special Consultant appointments shall only be made by way of temporary
appointments.
