Cal. Code Regs. Tit. 27, § 21835 - Combined CIWMB and SWRCB Final Postclosure Maintenance Plan Contents for Federal Subtitle D Research, Development, and Demonstration Permits

The final postclosure maintenance plan shall describe how the facility will comply with Section 20070 of Chapter 1 of this Division, if applicable, and include the specific variance(s) in criteria requested; project research goals; environmental monitoring, contingency and mitigation measures to be implemented for the project; and performance measures to determine to what extent the site is progressing in attaining project goals and protection of public health and safety and the environment. The description shall also include a summary and protocols for:

1. project controls to compare project performance with an equivalent or similar operation or activity not authorized by section 20070;

2. if applicable, processing of materials prior to placement in the MSWLF Unit at the facility;

3. potential accumulation of constituents of concern as defined in section 20164 of Chapter 1 of this Division;

4. if applicable, energy recovery; and

5. if applicable, impacts to postclosure maintenance. The description shall be incorporated in each applicable section of the final postclosure maintenance plan, in addition to a separate section describing the overall project
