All regular Advisory Council meetings shall be publicly announced sufficiently in advance of the dates they are to be held to ensure that all interested parties have an opportunity to attend; shall be open and accessible to the general public; and shall be held in accordance with the Delaware "Freedom of Information Act" (Title 29, Chapter 100 of the Delaware Code).
