The method selected shall be based on consideration of the diversity of organic species present and their total concentration and on consideration of the potential presence of interfering gases. Because of the different response factors for the many organic compounds formed during the combustion process, only Method 25, which measures VOC as carbon, shall be used for determining destruction efficiency of incinerators or catalytic incinerators, except in cases where the allowable outlet VOC concentration of the control device is less than 50 ppm as carbon, or the product of CO2 in percent and H2O in percent exceeds 100, in which case Method 25A shall be used.
