Fla. Admin. Code Ann. R. 62-296.601 - Lead Processing Operations in General
(1) Applicability. The provisions of this
rule shall apply to all lead processing operations as specified in subsection
62-296.600(1),
F.A.C.
(2) Prohibition.
(a) No owner or operator of a lead processing
operation shall cause, allow, or permit the emissions of lead, including
emissions of lead from vehicular movement, transportation of materials,
construction, alteration, demolition or wrecking, or industrially-related
activities such as loading, unloading, charging, melting, tapping, casting,
storing or handling, unless reasonably available control technology is employed
to control such lead emissions.
(b)
Examples of measures that constitute RACT are:
1. Paving, curbing, and maintaining roads,
parking areas and yards which are routinely used by vehicular
traffic.
2. Applying water or
chemicals to control emissions from such activities as demolition of buildings,
grading roads, construction, and land clearing.
3. Installing a permanent sprinkler system to
continuously moisten open stock piles.
4. Vacuuming the roads and other paved areas
under the control of the owner or operator of the facility to prevent lead from
becoming airborne.
5. Landscaping
or vegetating unpaved roads, parking areas and yards.
6. Using hoods, fans, filters, and similar
equipment to capture, contain, and control lead emissions.
7. Enclosing or covering conveyor
systems.
8. Using walls or
windbreaks to contain lead-bearing scrap, products, or raw
materials.
(c) As part of
any application for a permit, the owner or operator of any facility subject to
the requirements of this rule shall submit to the Department a description of
the reasonably available control technology that will be employed to meet the
requirements of this rule.
