All manufactured homes produced, assembled, constructed or
built in Georgia must conform to the Act and the Rules and Regulations
promulgated thereunder by the Secretary as the construction standard for
manufactured homes, found in the Title 24 C.F.R. Part 3280, adopted May 11,
1976, as amended. (This standard may be found at 24 C.F.R. 3280 and copies may
be obtained from the U.S. Department of Housing and Urban Development,
Manufactured Housing Standards Division, 451 Seventh Street, S.W., Washington,
D.C. 20410.)
(1) Each section of each
manufactured home shall have a metal label issued by the In-Plant Primary
Inspection Agency ("IPIA"), indicating that the manufacturer has certified to
the best of the manufacturer's knowledge and belief that the home meets the
applicable construction standards of the Act. The label shall be affixed in a
permanent manner, generally at the rear of each section of the home.
(2) In accordance with subsection (1) above,
manufactured homes which have been certified as complying with the standards
promulgated under the Act, and which have not been damaged by natural forces or
otherwise altered in such a manner as to no longer be in compliance with said
standards, shall be exempt from the adoption or enforcement by any political
subdivision of any other construction standard or from requiring modifications
to the design specifications including, but not limited to, the electrical and
plumbing systems.
