Ga. Comp. R. & Regs. R. 505-3-.78 - Curriculum and Instruction and Educational Leadership Tier 1 Program
(1)
Purpose. This rule states requirements for programs resulting in
certification in the two fields of Curriculum and Instruction and Educational
Leadership Tier I, and it supplements requirements in GaPSC Rule
505-3-.01 REQUIREMENTS AND STANDARDS
FOR APPROVING EDUCATOR PREPARATION PROVIDERS AND EDUCATOR PREPARATION
PROGRAMS.

Definitions.
(a)
Assessment Attempt: A candidate is considered to have
attempted a state-approved assessment if it results in an official score on all
parts of the assessment.
(b)
Dual-field Program: An educator preparation program
resulting in candidates meeting, through the completion of one degree program,
all requirements and standards for two fields of certification as defined by
two distinct Educator Preparation Rules.
(3)
Requirements.
(a)
Approval. To
offer this dual-field program, the EPP must first be approved to offer both
single-field programs. The dual-field program will be Developmentally approved
through the GaPSC Substantive Change process. For subsequent approval reviews
(First Continuing and Continuing), the dual-field program will be reviewed
separately from the two single-field programs.
(b)
Admission. The
EPP shall ensure candidates meet all admission requirements specified in GaPSC
Rule 505-3-.63
CURRICULUM AND INSTRUCTION, and all Tier I admission requirements specified in
GaPSC Rule
505-3-.77 EDUCATIONAL
LEADERSHIP.
(c)
Program
Content. The EPP shall ensure candidates meet all standards and
complete all requirements specified in GaPSC Rule
505-3-.63 CURRICULUM AND INSTRUCTION,
and all the standards and requirements specified for Tier I preparation in
GaPSC Rule 505-3-77. EDUCATIONAL LEADERSHIP.
(d)
Partnerships and Clinical
Experiences. The EPP shall assure that P-12 employers and partner
schools and districts agree to support candidates in meeting all program field
and clinical practice requirements. The EPP shall secure fully executed
Partnership Agreements with employers of all candidates before candidates begin
coursework.
(e)
Assessments. Candidates must attempt the
state-approved content assessment for Curriculum and Instruction and the
state-approved content assessment for Educational Leadership Tier I prior to
program completion.
(f)
EPP Agreements. The EPP shall require each admitted
candidate to sign an agreement acknowledging all program and certification
requirements. The agreement will specify that requirements must be met for both
fields of certification and that the state-approved content assessment for both
fields must be attempted prior to program completion.
