Haw. Code R. § 1.12 - Authority of the Board to Waive Rule Provisions
Subject to statutory requirements and limitations, the Board may waive an employee-beneficiary's compliance with any provision of the Fund's rules when the Board determines that:
(a) good
cause exists for such a waiver; and
(b)
such waiver does not involve any increase in the obligations or liabilities of the
Fund beyond that which would have been involved if the employee-beneficiary had
fully complied with the Fund's rules. Each waiver by the Board must be in writing
and supported by documentation of the pertinent facts and grounds.
