Haw. Code R. § 10-5-55 - Declaratory motion on commission's own motion
Notwithstanding the other provisions of this chapter, the commission may, on its own motion or upon request but without notice of hearing, issue a declaratory order to terminate a controversy or to remove uncertainty.
