Haw. Code R. § 10-5-8 - Amendments, dismissal of documents
The commission or hearing officer, on its own motion or on motion of any party, may strike dismiss, or require amendments of any filed document that is not in substantial compliance with these rules or is otherwise insufficient. If amended, the document shall be effective as of the date of the original filing.
