Haw. Code R. § 11-1-34 - Consolidation and severance
(a) The hearings
officer, upon the officer's own initiative or upon motion, may consolidate for
hearing or for other purposes or may contemporaneously consider two or more
proceedings that involve substantially the same parties, or issues that are the
same or closely related, if the hearings officer finds that the consolidation
or contemporaneous hearing will be conducive to the proper dispatch of the
business of the department and to the ends of justice and will not unduly delay
or harm the proceedings.
(b) The
hearings officer, upon the officer's own initiative or upon motion, for good
cause, may order any proceedings severed with respect to any or all parties or
issues.
