Haw. Code R. § 11-1-52 - Notices of proposed rulemaking
(a) When the
department proposes to adopt, amend, or repeal an administrative rule, the
department shall assign a docket number for each proposed rulemaking under this
subchapter.
(b) Notice of proposed
rulemaking shall be published as required by statute.
