Haw. Code R. § 11-143-2 - Applicability
This chapter applies to all infants born in the State of Hawaii, to all physicians caring for newborn infants, to all persons assisting the birth of a child not attended by a physician, to all licensed laboratories and perinatal health care facilities in the State, and to the designated laboratory performing newborn screening tests.
