Haw. Code R. § 11-15-9 - Standard of identity for whipped cream
Whipped cream shall comply with the requirements of 21 CFR sections 131.150 or 131.157 when air or gas has been incorporated, or 21 CFR section 131.25 for whipped cream products containing flavoring or sweetening.
