Haw. Code R. § 11-172-14 - On-site survey
The department may conduct an on-site survey of an applicant for initial certification or renewal of certification. The applicant shall provide access to all records necessary to verify compliance with certification standards, and the department may conduct interviews with staff and any other individual with the applicant's permission.
