Haw. Code R. § 11-175-17 - Statewide planning

(a) The department shall provide a framework for need-based and community-based planning including the ongoing development and coordination of a statewide service delivery system.

(b) The department shall establish mechanisms to guide the planning of mental health and substance abuse services, including methods for:

(1) Allocation of resources;

(2) Ensuring community involvement; and

(3) Evaluating the effectiveness of services.
