Haw. Code R. § 11-175-41 - Right to a humane environment

(a) Psychiatric facilities and residential treatment facilities shall provided consumers with a living environment which complies with department licensing provisions for housekeeping, infection control, life safety, and sanitation.
(b) Allow consumers to keep and display-personal belongings in consumers' bed areas, provided that such items are not illegal or prohibited by facility rules.
(c) Post signs designating smoking and no smoking areas.
(d) Provide consumers with access to both smoking areas and smoke-free areas.
