Haw. Code R. § 11-175-9 - Composition of service area boards
(a) Members of the
service area board shall be service area consumers, and other persons including
providers, who live or have their principal place of business in the service
area and who as a group are broadly representative of the service area. The
majority shall be consumers and other residents who are not providers of mental
health, substance abuse or other health services.
(b) Members of the service area board shall
not vote on any question about which they are in conflict of interest Criteria
for conflicts of interest shall be as established in section
84-14,
HRS.
