Haw. Code R. § 11-186-86 - Effect of decision on future proposals
The issuance or denial of a certificate of need for a specific project in an applicant's long-range development plan shall be without prejudice to any agency action or decision on any future or other application for a certificate of need filed by the same applicant for another project in its long-range development plan.
