Haw. Code R. § 11-21-3 - Right to inspect
The director shall be allowed to enter any building or premise at any reasonable hour and be permitted to inspect or reinspect the plumbing facilities for cross-connections or other structural or sanitary hazards, including violations of these regulations. When such a condition becomes known, the director shall inform the water supplier to immediately discontinue service to the premise by providing for a physical break in the service line until the customer has corrected the condition(s).
