Haw. Code R. § 11-216-87 - Presiding officer

Each proceeding shall be presided over by the chair of the board or his or her designee. The proceeding shall be conducted to afford all interested persons a reasonable opportunity to be heard on matters relevant to the issues involved and to obtain a clear and orderly record. The presiding officer shall have authority to take all actions necessary to the orderly conduct of the proceeding.
