Haw. Code R. § 11-216-88 - Appearance before the board
At the commencement of the proceeding, the presiding officer shall read the notice of proceeding and shall then outline briefly the procedure to be followed. Testimony shall then be received with respect to the matters specified in the notice of the proceeding as the presiding officer shall prescribe.
