Haw. Code R. § 11-216-93 - Emergency design specifications

Notwithstanding the foregoing rules, if the board finds that an imminent peril to public health or safety requires adoption, amendment, or repeal of a design specification upon less than twenty calendar days notice of a proceeding, and states in writing its reason for such finding, it may proceed without prior notice or proceeding or upon such abbreviated notice and proceeding as it finds practicable to adopt an emergency design specification to be effective for a period not longer than one hundred twenty calendar days without renewal.
