Haw. Code R. § 11-219-1 - Purpose and scope
The purpose of these rules is to establish a uniform parking system to enhance access and the safety of persons with disabilities that limit or impair their ability to walk, and to conform to 23 C.F.R. Part 1235, and chapter 291, part III, HRS.
