Haw. Code R. § 11-219-11 - Nontransferability

Disability parking permits and identification cards are nontransferable.

(a) No person other than the person with a disability shall park or cause to stand a motor vehicle displaying a placard or special license plates in a parking space reserved for persons with disabilities, as defined in section 11-219-4.
(b) A disability parking permit may be confiscated by a law enforcement officer or commissioned volunteer enforcement officer of the county law enforcement agency for any unauthorized use.
